Israel qualified for the finals for the first time in 13 years with a 1-0 win in Hungary last month to finish second in Group Seven in the elite round.
England were runners-up to Spain in last season’s tournament, losing after a penalty shoot-out.
Israel manager Gadi Bromer was keen to play down his team’s chances. “There are no easy draws at this stage and it will be especially tough to start against the tournament hosts and last season’s finalists,” he said.
“Our main aim is to gain experience so these youngsters can benefit in their future careers.”
Switzerland and Italy have also been drawn in Group A of the 16-team finals.
